Identify all the drawings that make up a "set" of drawings 

A drawing is usually accompanied by several other drawings in a "set" that provide all the information required to build a thing. 

The specific drawings that make up a "set" of drawings will depend on the area of discipline that the drawing is  being produced for. 

Discipline areas of drafting are:

ARCHITECTURAL
CIVIL / SURVEYING
STRUCTURAL (Steel and Concrete)
MECHANICAL (Manufacturing)
MATERIALS HANDLING (Process Piping and Conveyors)

2.  Identify elements of each drawing that need to be checked. 

The specific elements of each drawing (in a set) that need to be checked will depend on the area of discipline that the drawing is  being produced for. 

Drawings for all disciplines are produced in the following order:

DRAW  All items should be completely drawn BEFORE applying dimensions to avoid moving or changing dimensions and risking error
 
DIMENSION  Dimensions are applied next because they are attached to the objects and placed in specific locations

ANNOTATE  Notes and symbols are applied last as they can be placed more freely provided they are lined-up (justified) neatly

The elements of drawings that need to be checked will be grouped as:

1)   Drawn Objects
2)   Dimensions
3)   Annotation (includes symbols, north arrow etc)

3.  Create a checklist
This "generic" checklist can be applied to the drawing below:

DRAW: (top view & side view)
Main Object
Attachments (lugs, gussets etc)
Holes
Nuts and Bolts
All center lines and hidden lines

DIMENSION:
Length, width, and height
Attachment sizes
All angles other than 90 deg
Location of all holes
Diameter and quantity of all holes

ANNOTATE:
Titles - Top View, Side View (underlined)
Note for nuts and bolts
Mark numbers
Fill in Material List
Fill in Title Block
